3 alleged fraudsters charged with bilking $1.1M in NYC rental assistance funds

Three New Jersey fraudsters allegedly stole $1.1 million from a Big Apple rental assistance program meant as a safety net for low-income New Yorkers, officials announced Thursday.

Erica Williams, 39, spearheaded a plot to rip off the city’s “One Shot Deal” program between 2021 and 2025 by posing as supposedly distressed tenants and steering funds to bank accounts she falsely claimed belonged to purported landlords, according to a criminal complaint in Manhattan federal court.

Williams allegedly teamed up with Kareem Canty, 33, and Tajizhanae Whitaker, 29, to provide the city Human Resources Administration with real names, birthdates and social security numbers of tenants, some of whom had no knowledge of the alleged scam.

The city agency then issued the crew around $1.1 million in ill-gotten funds after approving 94 of the group’s 170 fraudulent applications, according to prosecutors.

The HRA program is meant to offer up to six months of rental payments to New Yorkers who can’t afford it due to unexpected hardships like losing a job or suffering medical emergencies. The agency is then supposed to send the payments directly to the tenants’ landlords or property managers.

The trio of alleged fraudsters were arrested Wednesday morning in a joint probe by the city Department of Investigation, Manhattan US Attorney’s Office and the Internal Revenue Service.

They each face a minimum of two years in prison if convicted of aggravated identity theft, and a max of 20 years behind bars if convicted on the top charge of conspiracy to commit wire fraud.

Williams and Canty, of Union and East Orange, New Jersey, respectively, were released after posting $50,000 bond after appearing in Manhattan court Wednesday evening.

Meanwhile, Whitaker, of Dacula, New Jersey, remained in custody in Georgia Thursday after being arrested there.

It was not clear from court records which attorneys were representing the three alleged bilkers.
